His personal background and early career are shrouded in mystery. As a senior councilor of the State Planning Commission in 2002, Kim joined a North Korean delegation that visited Seoul to observe the economy. In 2003, his promotion to commission chairman was followed by then Chemical Industry Minister Pak Pong-ju’s appointment as chairman of the Budget Committee of the Supreme People’s Assembly.
