Profile A military strongman, Pak Jae-kyong is in charge of propaganda for the People’s Army.

He has worked for the People’s Army’s propaganda and agitation bureau as director, assistant section leader, section leader and deputy chief. Promoted to major general in 1985, he got on the fast track to promotion in 1993 after being named lieutenant general and a cadre candidate for the Korean Workers’ Party’s Central Committee. He was promoted again to colonel general in 1994 and named deputy chief of the People’s Army’s political bureau in 1994. In 1997, he became a general.

Pak gained his government’s trust through forming the People’s Army band and choir and promoting art performances at the squadron level. His efforts followed the “military first” and music policies of North Korean leader Kim Jong-il by lifting troop morale and praising Kim.

In the historic 2000 inter-Korean summit in Pyongyang, he attended luncheon and dinner meetings between the two sides. The same year, he accompanied senior party secretary Kim Yong-sun to Seoul and gave mushrooms to Seoul officials as a gift.
