Profile Choe Sung-chol is a rising star among North Korean officials for inter-Korean relations. Born to a blue-collar family in South Hamkyong Province, he worked as a student councilor in college before rising in power through his talents.

From 1983, he served as a unification director for the Central Committee of the Korean Workers’ Party, managing director of the Central Committee of the (North) Korean Red Cross, chief of the Secretariat of the Committee for the Peaceful Reunification of the Fatherland and chairman of a committee for ethnic Koreans overseas. In 2000, he led the North Korean delegation for inter-Korean Red Cross talks and took over the Asia-Pacific Peace Committee in 2003. In 2004, he was appointed deputy chief of the party’s unification front bureau.
