Seoul Education Office to Delay School Start Time to 9 a.m.

The Superintendent of the Seoul Metropolitan Office of Education says that his office is planning to delay the school starting time to 9 a.m. from next year. 

Superintendent Cho Hee-yeon on Monday held a news conference to announce the plan.

Cho said that the plan will not be unilaterally implemented in the form of top-down instructions and the final decision will be left in the hands of students. 

He added that each school will be allowed to decide on whether to implement the change according to the results of students’ discussion.

Cho added that the education office may provide a guideline on the format and procedures of discussion.

The Seoul education office's move follows that of Gyeonggi Province, which implemented the new start time in September. 

The superintendent also said that the educational office is seeking to remove homework for first and second graders, pointing out that homework assignments for the students at that age are effectively done by their mothers.
