Prosecution Seeks to Arrest Three over Spy Agency's Online Smear Campaign

The prosecution has asked the court to issue arrest warrants for three people, including two former officials of the country’s spy agency, over its online smear campaign to influence the 2012 presidential election.
 
The Seoul Central District Prosecutors’ Office on Thursday announced the action against former head of the psychological operations bureau of the National Intelligence Service(NIS), Min Byung-joo, accusing him of violations of the act on the aggravated punishment of specific crimes, perjury and other charges.  
 
The prosecution claims Min, along with former NIS head Won Sei-hoon, masterminded scores of clandestine cyber forces consisting of civilians between 2010 and 2012 and used several billions of the national budget to fund the illegal election campaigns.
 
The prosecution also sought to arrest another ex-NIS official, who managed one of the cyber teams and pocketed the money assigned to the team, as well as a civilian who most actively posted pro-government online messages.
 
Earlier last month, an internal NIS task force confirmed the existence of external cyber teams under the agency that actively sought to sway public opinion in favor of the then ruling party presidential candidate Park Geun-hye and against her opposition candidate Moon Jae-in in the run-up to the 2012 presidential election.
