Koreas Fail to Agree on When to Reopen Gaeseong Complex

The two Koreas have failed to agree on when to reopen the inter-Korean Gaeseong Industrial Complex. 
 
South and North Korea's joint committee for managing the factory park held talks for more than 12 hours at the joint venture on Monday. 
 
An official of Seoul's Unification Ministry said North Korea wanted operations at the industrial complex to resume as soon as possible. But South Korea said before operations resume, it wants an inter-Korean military hotline to be restarted and water and power maintenance done at the complex.  
 
Seoul's Unification Ministry said the two sides did agree to continue their discussions on the issue next Tuesday.
 
The joint committee also agreed on a schedule for its subcommittee meetings. A ministry official said the subcommittees on investment protection and global competitiveness will meet on Wednesday. Subcommittees will also meet on Thursday to discuss South Korean workers' entry, exit, customs clearance, communications and other issues.
 
The two Koreas agreed last month to reopen the inter-Korean complex and decided last week to form a joint committee to oversee operations at the joint venture.
