UN Committee Overwhelmingly Passes N. Korea Resolution

The UN General Assembly's Third Committee has overwhelmingly passed a new resolution on North Korea's human rights abuses.
 
On Thursday, 181 members took part in the vote, with 112 in favor, 19 opposed and 50 abstaining.
 
Favorable voted increased by one from 111 last year while the number of abstentions fell by five.
 
The new resolution is the eleventh since 2005. Passage by the committee, which includes all members of the UN, in effect guarantees adoption by the General Assembly.
 
Just as last year, the resolution calls for referring the North's human rights situation to the International Criminal Court (ICC) and recommends sanctions against those responsible for crimes against humanity, which could include North Korean leader Kim Jong-un.
 
The resolution welcomed last year’s adoption of the North's human rights situation as an official agenda item by the UN Security Council and called for continued discussions and actions on the matter.
 
In particular, the resolution urged united action on the North's human rights by the entire UN system.
 
It also proposed specific action plans to improve human rights, such as the immediate closure of political prison camps, joining the International Labour Organization and indicting those responsible for crimes against humanity.
 
The European Union, which drafted the resolution, said clarifying responsibility for the North's serious human rights violations is important enough to have become a regular issue for the international community, including the General Assembly and the Security Council, urging that the matter be referred to the ICC.
 
Pyongyang, for its part, said the resolution was the result of hostile policies by the United States which aims to destruct the North's socialist system and that the resolution has distorted the North's human rights situation and its efforts to improve.
 
The resolution will be confirmed by the General Assembly in mid-December.
