US Civic Group: N. Korea Sells Workers through Uruguay

A U.S.-based nongovernmental organization has reported that North Korea is exporting its sailors and fishermen overseas through Uruguay's capital and port city of Montevideo.

According the Committee for Human Rights in North Korea(HRNK) on Wednesday, the North is dispatching its sailors and fishermen to foreign-owned ships in cooperation with a company based in Montevideo.

HRNK presumed the Uruguayan company to be “Grupo Christophersen Organizacion Maritima,” although the committee conceded that it failed to independently verify the information.  

The group said that the North Korean workers dispatched to work on foreign ships are subject to stringent oversight by their managers and working under inhumane conditions. 

HRNK said Pyongyang appears to be attempting to explore industries and geographic areas, where the international community’s monitoring is relatively loose.

The NGO noted that it was the first time that the presence of dispatched North Korean workers has been confirmed in South America.

Selling workforce overseas has been a major source of cash for the North Korea, but it has struggled to do so since the international community toughened its sanction on the regime following its nuclear and missile provocations.
