'UNSC to Vote on Weakened Sanctions'

The UN Security Council(UNSC) is set to vote on Monday afternoon on a weakened U.S.-drafted resolution to impose new sanctions on North Korea over its latest nuclear test.

According to Reuters, which saw the draft on Sunday, the resolution no longer proposes blacklisting North Korean leader Kim Jong-un. Only one of the four officials originally listed to be subjected to a travel ban and asset freeze remain.

A proposed oil embargo has been downgraded to a ban on condensates and natural gas liquids and a cap has been put on both refined petroleum products and crude oil exports.

The proposed asset freeze on North Korea’s national airline Air Koryo has also been removed.

A proposed ban on textile imports remains in place.

The measures to weaken the draft resolution appear to have been taken to appease China and Russia.

In order to pass, the resolution needs the support of at least nine of the 15 Security Council members, with none of the five permanent members, which are China, France, Russia, the U.K. and the U.S., exercising their veto privilege.
