N. Korea in Diplomatic Isolation as Nuclear Issue Dominates Manila ARF

Anchor: The North Korean nuclear issue dominated the ASEAN Regional Forum Foreign Ministers’ Meeting in the Philippines. Wrapping up her diplomatic engagements at the multilateral venue, Seoul's Foreign Minister Kang Kyung-wha told reporters that North Korea has become even more isolated.

Report: Foreign Minister Kang Kyung-wha said that the the ASEAN Regional Forum(ARF) served as an opportunity for North Korea to learn how diplomatically isolated it is.

The top diplomat on Tuesday wrapped up this year's ARF in Manila in a news conference with South Korean reporters.

Kang said that the North faced difficulties right from the start of the ARF meeting as its participation came shortly after the UN Security Council(UNSC) adopted Resolution 2371 against its nuclear missile threats.

She said that the North made the situation even worse by declaring a hardline stance in a government statement protesting the new UNSC resolution.

At the multilateral gathering, the North's foreign minister couldn't hold bilateral talks with his counterparts from ASEAN member states due to rising concerns over North Korean provocations. 

Instead the foreign minister of the Philippines, which chaired the gathering, met the North’s foreign minister on behalf of ASEAN and delivered the members countries joint stance on North Korea. 

On the sidelines of the regional forum, South Korea, the U.S. and Japan agreed to boost cooperation amid possible North Korean provocations targeting South Korea-U.S. military exercises set to begin at the end of this month.

The U.S. also strongly urged the countries at the ARF to thoroughly implement the new resolution.
 
The ARF foreign ministers’ meetings usually release the chairman’s statement at the end of all meetings. This year, the statement is expected to contain much stronger terms for pressure against North Korea in light of the ASEAN foreign ministers’ joint statement condemning the North’s provocations and the UNSC’s adoption of strong sanctions.
