New Army Chief of Staff Calls for Combat-oriented Organization

The new Army Chief of Staff Kim Yong-woo has vowed to pursue active reform in the Army.
During his inauguration ceremony on Friday, Kim said the Army must expand its capability that befits its key role in national defense and lay the groundwork for the future Army by carrying out active reform.
He stressed the need to optimize the Army into a combat-oriented organization. He said noncombat personnel should be replaced with private staff, adding reserve war power should be strengthened to be equipped with the combat power of a standing army.
To this end, Kim stressed the need to build a “Front First” system, under which the backup of forces is provided to combat sites first and foremost.
