Dai Bingguo Optimistic about 6-way Talks
Chinese Vice Foreign Minister Dai Bingguo expressed optimism regarding the six-way nuclear process despite the dispute over when to provide North Korea with a light water reactor.
In a meeting with ruling Uri Party chairman Moon Hee-sang, Dai Bingguo called the North's strategic decision to give up its nuclear arms the key accomplishment of the six-way talks' joint statement.
He also noted the parties' agreement on accepting Pyongyang's right to peaceful nuclear use.
He said the ambiguous wording concerning the reactor provision is natural and that the dispute was predicted and is not insurmountable, as the six parties are aware of each other's stance on the matter.
Citing bright prospects for the six-way talks, Dai Bingguo said he felt North Korean leader Kim Jong-il was a reasonable person through his several meetings with Kim.
