Seoul, Tokyo Conclude Open Skies Agreement
Air routes to Japan have been fully opened except for those servicing the Japanese capital.
The Construction and Transportation Ministry says that the two countries agreed in recent talks to liberalize aviation so that both passengers and freight can fly freely between Korea and Japan except for flights serving Tokyo.
Japan had previously limited service to certain cities, but now Korean airlines may choose times and locations wherever an international flight is possible.
