UNDP Eyes Introduction of Party Roster System

News2008-01-12

The United New Democratic Party (UNDP) is actively considering introducing a German-style party roster system.

UNDP Representative Yun Ho-jung told Seoul-based Yonhap News Agency on Saturday that the party plans to submit to the National Assembly revisions to the election law that calls for the introduction of the party roster system.

Yun, who is a member of the party’s political relations committee, added that the party is mulling the election law revision in a bid to overcome regionalism.

Yun said that under the current single-seat constituency system, the April general elections are likely to once again see a phenomenon where a particular party sweeps most of the electoral districts in particular regions.

Under a German-style party roster system, voters casts two ballots, one for the legislator of their choice and the other for the party of their preference. The system is aimed at blocking a certain party from sweeping votes based on regional sentiment.

However, it's uncertain whether the envisioned election law revision will pass the Assembly.
The idea could be viewed as a politically motivated move by the UNDP to secure more seats in the next general election in which it is expected to face an uphill battle. The Grand National Party is also likely to oppose the legislation.
