Special Warfare Commander: Defense Chief Ordered Limiting No. of Lawmakers in Plenary Chamber

The chief of the Army’s Special Warfare Command says former defense minister Kim Yong-hyun ordered him to not allow more than 150 lawmakers to enter the National Assembly’s plenary chamber last Tuesday when the country was under martial law.

Kwak Jong-geun made the disclosure Tuesday during a question-and-answer session before the National Assembly’s defense committee. 

He said he did not follow Kim’s order, based on his own judgment that obstructing the lawmakers would be illegal.

Kwak also denied claims by Army Chief of Staff Park An-su that Park turned down Kwak’s proposal to use tasers and blanks during the martial law incident. 

Under the Constitution, votes from at least 150 lawmakers are needed to lift a martial law decree.
