President Lee Jae Myung has instructed related ministries to prepare for the implementation of the existing inter-Korean agreements, starting with the feasible parts.

The president issued the order on Monday in his opening remarks for a Cabinet meeting as the nation begins a four-day civil defense drill.

In the Cabinet meeting, Lee also reiterated that winning without fighting is better than winning through combat, saying the safest nation is one where there is no need to fight.

The instructions came after he said in his Liberation Day speech that his government will respect existing inter-Korean agreements and take gradual, proactive steps to restore the September 19, 2018, military agreement to prevent accidental clashes and to build military trust between the two Koreas.

Lee also said in the speech that his government will respect the North’s current system and will not pursue any form of unification by absorption.
