North Korea reiterated on Monday its will to improve inter-Korean ties as previously expressed by Kim Jong-un in his New Year's message.
The Rodong Sinmun, the gazette of the North's ruling Workers' Party, also called for a change to the Park Geun-hye administration's North Korea policies.
The paper blamed South Korea for failing to improve cross-border ties last year despite the North's efforts. It claimed Seoul stuck to anti-unification principles and pursued confrontational and hostile policies.
The paper also said the South joined hands with the U.S. and strove to establish the "kill chain" preemptive strike and missile defense systems based on their so-called tailored deterrence strategy. The Rondong referred to this as a scenario to launch a nuclear attack on the North.
It also condemned Seoul's cooperation with other countries concerning North Korea, saying to ask for global cooperation in inter-Korean affairs is a disgraceful, unpatriotic act of placing the Korean people's destiny at the hands of foreign powers.
