'North's Safety Guarantee Not Enough to Resume Geumgang Tours'

South Korea has implied that resuming tours to North Korea's Mount Geumgang resort is difficult just by the North's guarantee on the safety of South Korean tourists.

A government official told reporters Tuesday that even if the North guarantees tourist safety, that alone does not entirely resolve the issue. The official said that all factors must be taken into consideration including what has taken place after the shooting death of a South Korean tourist at the mountain resort in 2008.

The government published its 2014 Unification White Paper on Monday and promised to make efforts for the “constructive resumption” of tours to the mountain resort.

South Korea has been also saying it will look into whether the money North Korea receives for the tour program would violate U.N. Security Council sanctions against Pyongyang.
