The new Minister of Government Administration and Home Affairs Kim Doo-kwan said Friday he intends to allow public servant unions to call themselves labor unions, although he put off any decision on whether to permit them to take collective action. Kim, the former chief of Namhae County in South Gyongsang Province, also expressed his support for the early introduction of the autonomous police system in local governments and the independence of police investigations from the prosecution. Appearing on a Munhwa Broadcasting Co.(MBC) radio program, Kim said "I am planning to allow public servant unions to formally call themselves 'labor unions.' He added, however, that as the public servants have a special status, he would make a comprehensive decision on whether to allow them to take collective action by considering similar cases in developed countries.
