The issue of the resumption of the six-party nuclear talks is not a problem over timing, but over conditions, said a high-ranking South Korean government official on Friday.

The official told reporters that the resumption of the six-party talks with no strings attached was impossible since North Korea has repeatedly violated its obligations and promises.

The official also said China was in understanding regarding this issue and that North Korea was responsible for coming forth and creating an environment for a meaningful resumption of the nuclear talks. He added North Korea had not yet shown evidence that its stance had changed meaningfully.
