Unification Minister Ryoo Kihl-Jae has reaffirmed the stance that there is no way for the government to physically stop civic groups on Saturday from sending anti-North Korea leaflets across the inter-Korean border.
The minister reiterated the government's stance when lawmakers at a parliamentary inspection on his ministry on Friday asked him about his view on the propaganda campaign.
He said the government will continue to stick to the view that those who are distributing the leaflets are exercising their constitutional rights and that the government cannot stop such acts.
He added, however, that the government is keeping close tabs on safety concerns for local residents and possible clashes that could erupt among different civic groups.
The minister also said he believes that North Korea’s firing at the leaflets was an act of provocation. He said if any damage is inflicted on South Korean lives or property, the government will need to consider taking appropriate countermeasures.
