"Foreign Diplomats Complain about Strong Ebola Measures by N. Korea"

As the North Korean government announced its anti-Ebola measures last month to quarantine incoming foreigners for 21 days, diplomats to Pyongyang are looking into whether the regime has violated the Vienna Convention on Diplomatic Relations.

Voice of America (VOA) reported Tuesday that Brazilian Ambassador to North Korea Robert Colin said foreign diplomats, international organizations and non-governmental organizations in North Korea are having their work severely disrupted due to the North’s strong preventive measures against Ebola.

Colin said North Korea is implementing the strictest anti-Ebola measures among all the countries in the world. He said it must be determined whether the regime is violating the Vienna Convention on Diplomatic Relations, a 1961 international treaty that defines a framework for diplomatic relations between independent countries.

North Korea launched its anti-Ebola measures at the end of October, requiring all incoming foreigners to be isolated for 21 days, or the maximum incubation period for Ebola.

The measures are also delaying the scheduled visits by foreign aid organizations to the North and disrupting the move of foreign diplomats working in the country.
