North Korea Envoy Arrives in Moscow Tuesday

A special envoy of North Korean leader Kim Jong-un arrived in Moscow early Tuesday.
 
North Korean ruling Workers' Party Secretary Choe Ryong-hae was scheduled to arrive in Russia on Monday afternoon, but was reported to have flown back to Pyongyang mid-flight due to a technical glitch in the plane. Choe re-embarked for Moscow on Monday evening.  
 
Because of the delay, Choe’s meeting with Russian President Vladimir Putin, set for Tuesday, may be pushed back.
 
The North Korean envoy will be in Moscow for three days, after which he will leave for Russia's far eastern cities of Khabarovsk and Vladivostok.
 
Russian Deputy Foreign Minister Sergei Ryabkov recently said that the two nations will discuss the North Korean nuclear program, Northeast Asia security issues and bilateral relations during Choe's visit.
