N. Korea Envoy Delivers Kim Jong-un's Letter to President Putin

A special envoy of North Korean leader Kim Jong-un has met with Russian President Vladimir Putin at the Kremlin.
 
The Kremlin said in a statement on Tuesday that North Korean ruling Workers' Party Secretary Choe Ryong-hae delivered a letter from Kim in the meeting held behind closed doors. 
 
The meeting was reported to have been scheduled for 5 p.m., but was held for about one hour from 7 p.m. as Putin was delayed by a political forum outside of the Kremlin.
 
Choe arrived in Moscow around midnight on Monday, about ten hours later than originally scheduled as he was reportedly forced to return to Pyongyang mid-flight due a technical glitch with his plane.
