Rep. Park Jie-won of the main opposition New Politics Alliance for Democracy (NPAD) is visiting North Korea to deliver a memorial wreath on the third anniversary of the death of former North Korean leader Kim Jong-il on behalf of Lee Hee-ho, the widow of former President Kim Dae-jung.
Park and six others, including Secretary General Yoon Chul-koo of the Kim Dae Jung Peace Center, talked with the former first lady Lee on Tuesday morning before crossing over to North Korea at 10:50 a.m.
Park told reporters at the border that he is returning the gratitude shown by the North, which sent a wreath in August to commemorate the fifth anniversary of former President Kim's death.
He said he has fine-tuned the details of his visit with the government and guarded against anyone reading too much into the trip.
During his visit, Park is expected to deliver the wreath in Gaeseong to deputy chief Won Dong-yeon of North Korea's Asia-Pacific Peace Committee.
He is also expected to again explain President Park Geun-hye's Korean Peninsula trust building process and say that the two Koreas should both show sincerity to restore severed relations.
