No Changes in Gaeseong Wages Since NK's Unilateral Revision

North Korea unilaterally amended the wage system for the inter-Korean Gaeseong Industrial Complex in November, but is not showing signs it has applied the changes as of yet.

A Unification Ministry official in Seoul said Sunday that companies operating in the complex are supposed to pay wages for December between Monday through January 20, but no changes were found in their wage calculation.

North Korea revised 13 wage-related clauses of the act on the industrial complex in November last year, scraping the upper ceiling for workers’ wages. The North notified the South of the revisions but did not inform when to implement those revisions.

The South Korean government protested the unilateral decision and called for inter-Korean talks to discuss the matter, but the North is taking the stance that revising the laws is its sovereign right.
