S. Korea Urges N. Korea to Engage in Dialogue

South Korea has urged North Korea to implement the 1991 inter-Korean basic agreement and engage in dialogue.
 
The government made the appeal on Tuesday in a Unification Ministry spokesman's commentary. 

The spokesman noted in the statement that the two Koreas are set to mark the 23rd anniversary of their landmark agreement on Thursday, which is the basic charter for inter-Korean relations.
 
The Seoul government called on Pyongyang to accept its offer of inter-Korean talks, saying that the two sides should resolve pending cross-border issues including the reunion of separated families through dialogue and negotiations as agreed upon in the basic agreement.
 
A Unification Ministry official said that the Seoul government has repeatedly expressed its intent to respect and implement all the inter-Korean agreements including the June 15 Joint Declaration and the October 4 agreement.
 
The Inter-Korean Basic Agreement, which came into effect on February 19, 1992, calls for reconciliation and non-aggression between Seoul and Pyongyang, as well as increased exchanges and cooperation.
