An absolute majority of foreign missions in Seoul are ignoring fines for parking violations. The Seoul City Government says only four and a half percent of fines were paid last year. More than 1200 parking tickets worth around 40-thousand dollars were issued to vehicles owned by 84 foreign missions in Seoul last year and collected on only 57 of tickets issued. The Libyan Embassy topped the list with 97 violations, followed by Vietnam, France and Algeria. The embassies of Costa Rica, Congo, Norway and Sweden received very few or no parking tickets.
