The government has requested that firms operating in the Gaeseong Industrial Complex submit payment statements for March to the park’s management committee before paying workers.
An official at the Unification Ministry said that previously the Gaeseong Industrial District Management Committee asked for the statements either before or after companies paid their North Korean employees. But the official said that for March, the firms have been asked to submit the statements before the payments are made.
It is apparently so the government can know what standards the firms are applying when paying the North Korean workers.
With four days left until the payment deadline, the ministry official said that as far as he knows, no companies have yet paid their workers.
South Korea's Gaeseong Industrial District Management Committee and the North’s Central Guidance Bureau for Special Zone Development discussed the issue of raising the minimum wage for Gaeseong park workers on April 7. But the two sides only affirmed their differences and follow-up talks have not taken place since.
