North's Titular Head of State to Visit Russia for WWII Celebrations

North Korea's titular head of state will visit Russia in place of Kim Jong-un to commemorate the 70th anniversary of the end of World War II.
 
The North's official Korean Central News Agency said Monday that Kim Yong-nam, the president of the Presidium of the Supreme Assembly of North Korea, will make the trip to Moscow. However, details of his itinerary were not disclosed.
 
The announcement marks the first time North Korea has publicly confirmed that Kim Jong-un won't be attending Russia's Victory Day celebrations.
 
Moscow had said on many occasions recently that the North Korean leader would attend the celebrations, but last week the North suddenly cancelled the visit.
