The World Education Forum has adopted the Incheon Declaration before closing on Thursday in South Korea.
The declaration states the goals of guaranteeing quality education and lifelong learning opportunities for all people by 2030.
The declaration calls for guaranteeing at least nine years of mandatory education and placing more focus on making quality, complimentary education more accessible. It also stresses utilizing information and communications technologies in lifelong learning.
An action plan to achieve the forum's vision will be adopted at the UNESCO's general assembly in November after the U.N. development agenda is finalized in September.
The World Education Forum, the world's largest conference on education hosted by UNESCO, was attended by U.N. Secretary-General Ban Ki-moon and UNESCO Director-General Irina Bokova.
Some one-thousand-500 participants including education ministers, vice ministers and civic group officials from around 160 nations took part in this year's forum in Incheon.
