“For Blatter to get paid without authorization of the executive committee is embezzlement. I plan to sue Mr. Blatter on his embezzlement in court.”
"Mr. Blatter should not be allowed to oversee the reform process. Mr. Blatter in short is a hypocrite and a liar."
During a speech to key European football officials at the Leaders Sport Business Summit in London on Wednesday, South Korean FIFA presidential candidate Chung Mong-joon revealed plans to sue the football authority's incumbent chief Sepp Blatter.
The honorary FIFA vice-president said Blatter's salary had not been approved by the organization’s executive committee. He also argued that Blatter should be held personally liable for the 100 million dollar legal expenses FIFA covered for his sponsorship scandal involving Visa and MasterCard nine years ago.
During the speech, Chung also defended himself against FIFA's Ethics Committee seeking to suspend him for 19 years for alleged vote trading over a 2022 World Cup bid.
Chung is under scrutiny over letters he sent to his fellow FIFA Executive Committee members proposing a 777 million dollar "Global Football Fund" in 2010.
Chung said he was being targeted by the ethics committee in an attempt to force him out of the race to succeed Blatter. He revealed letters from then-FIFA Secretary General Jerome Valcke that stated that the organization considered the integrity of the bidding process not to be affected.

"It was clear that the investigation chamber [of the Ethics Committee was] undertaking this so-called 'investigation' to prevent me from running for president of FIFA."
"Mr. Blatter has corrupted FIFA by undermining the independence of confederations and national associations."
The former president of the Korea Football Association expressed confidence that he will be able to earn FIFA's leadership position.
However, if the ethics committee decides to ban him before October 26 when candidates are required to have nominations from five national federations, his candidacy will be unlikely.
