The 2003 Seoul International Cartoon and Animation Festival will open at the COEX Exhibition Center on Wednesday. The event brings together some 280 cartoons and animations from 38 countries around the world. Organizers say the festival, which has been held every other year so far, will take place annually, thanks to 10 billion won in support from the Seoul Metropolitan government starting this year.
