A Ministry of Science and ICT document indicates the ministry has been the target of massive embezzling over the past five years. 

The office of Liberty Korea Party lawmaker Yoon Sang-jick, who is a member of the parliamentary committee on science and technology, unveiled the document it acquired from the ministry on Friday. 

The document lists 138 embezzlement cases involving R&D funds between 2014 and July of this year, amounting to 12-point-48 billion won in total.

Only some six-point-three billion won of that amount has been recovered.
