Bush Orders Acceleration of Transfer to Self-Rule to Iraq

U.S. President George W. Bush says Iraqis should play a bigger role in governing their country and has instructed the U.S. administrator for Iraq to work out a deal to speed up that process with the country's Governing Council.

After two days of talks on how to get the United States out of Iraq faster, Bush said Thursday that he is sending Ambassador Paul Bremer back to Baghdad to persuade Iraqi members of the U.S. appointed Governing Council to assume more responsibility.
On media reports that he had been considering the creation of an interim government in Iraq, Bush sidestepped the question, saying a constitution had to come first.
