Asahi: N. Korea Plans to Offer Nuke Freeze

A leading Japanese daily says North Korea will likely offer a freeze on its nuclear activities at the second round of six-party nuclear talks.
The Asahi Shimbun quoted Thursday a U.S. government official as saying the envisaged freeze is expected to include the suspension of a five-thousand kilowatt graphite-moderated reactor and reprocessing nuclear facilities in Yongbyon.
The report said that Pyongyang would also offer to permit inspectors of the International Atomic Energy Agency to return to the North and to re-install in the nuclear facilities monitoring cameras that had been removed in 2002.
The paper said that the North apparently wants the resumption of fuel oil supplies in return for its nuclear freeze. However, the daily said that it is unlikely that the United States will resume its delivery of heavy oil to the communist state while Pyongyang, continues to deny its uranium-enrichment program.
