South Korea's Ambassador to the United States, Han Seung-joo, has spoken out against compensating North Korea for a proposed freeze of only its plutonium-based nuclear facilities.
Mr. Han said South Korea, the United States and Japan cannot compensate the North for doing what it should have been doing all along under a previous agreement.
Ambassador Han made his comments at a news conference in Seoul Wednesday on the sidelines of an annual meeting of the chiefs of overseas diplomatic missions.
He urged North Korea to declare, freeze and dismantle another suspected uranium-based nuclear program in addition to its plutonium-based development program.
The U.S. wants the North to dismantle ALL its nuclear programs, including the uranium-based program which Washington claims Pyongyang admitted to in October 2002. North Korea continues to publically deny ever making such a statement.
