Japan's Ruling Party Endorses Bill on N. Korea Ship Ban

Japan's ruling party will reportedly make a decision on whether to submit legislation to the parliament seeking a ban on the entry of North Korean ships AFTER watching the outcome of the six-nation nuclear talks.

The Asahi Shimbun daily said Wednesday that the decision is designed not to incite North Korea ahead of the talks. The report said Japan fears that if it stimulates North Korea unnecessarily, this would have a negative effect on the resolution of the abductee issue.

The nuclear talks, the second since last August, are scheduled to open next Wednesday in Beijing.

On Tuesday, Japan's ruling Liberal Democratic Party approved an outline of the bill, which would empower the government to ban North Korean ships from entering Japanese ports.

LDP lawmakers are divided over whether further pressure will push North Korea to break off talks or entice it to make concessions.

Prime Minister Junichiro Koizumi said Tuesday that pressure alone would not work. He said Japan will take a comprehensive approach when considering what measures to take regarding North Korea.
