South Korea's foreign ministry on Monday said it would propose a written multilateral agreement in which North Korea renounces its nuclear weapons program in exchange for security guarantees at upcoming six-party negotiations to be held in Beijing starting Wednesday.

The ministry reported its intentions during a policy meeting with lawmakers of the pro-government Uri Party, adding that it hoped to include the multilateral agreement in a joint statement at the talks.

Foreign ministry officials said they were aiming for a complete scrapping of the North's nuclear activities, rather than a limited nuclear freeze.

The ministry said it was also pursuing with some level of flexibility, agreements for regular six-party talks and the creation of a working-level group, including a proposed timetable for the talks and a blueprint on the composition and role of the group.
