But in Washington, U.S. Secretary of State Colin Powell is upbeat about six-way talks now under way over North Korea's nuclear program in Beijing.

Powell told the Senate Budget Committee Thursday that the results of the first two days of meetings are positive and that there's a promising attitude that is emerging from those meetings.

However, Powell refused to elaborate on what parts the U.S. found promising so far in the nuclear discussions.
