The 14th inter-Korean ministerial talks will kick off in Pyongyang for four days.
The South's delegation, headed by Unification Minister Jeong Se-hyun, is scheduled to arrive at Sunan Airport on the outskirts of Pyongyang on Tuesday afternoon and later attend a dinner banquet to be hosted by the North Korean government.
During the high-level talks, Seoul is expected to call for the North's active participation in the upcoming six-way working-level nuclear talks, set for May 12 in Beijing.
Seoul will also propose a swift opening of inter-Korean military talks and forming a committee on social and cultural exchanges. Also on the agenda are the promotion of inter-Korean economic cooperation and Seoul's proposal for building a permanent meeting place for families separated during the Korean War.
The North, on its part, is expected to request food aid and urge support for private level inter-Korean exchanges.
The North Korean delegation will be led by Cabinet Councilor Kwon Ho-ung.
