Seoul Considers Signing Agreement on Troop Deployment with Kurdish Leadership

South Korea wants to sign an agreement with the government of the Kurdish-controlled northern Iraqi town of Irbil on deployment of South Korean troops in the region.
A team of military officials will depart for Irbil this week to make final arrangements for the deployment of some 3,600 troops in Irbil to help with reconstruction efforts.
A source familiar with the deployment plan said Sunday that the military delegation plans to put in writing the outcome of its discussions with Kurdish leaders, possibly in the form of a memorandum of understanding.
The document is expected to include agreements on the South Korean troops' use of land, airport and other facilities in the region.
South Korea had previously planned to deploy its troops in another northern Iraqi town of Kirkuk in April, but canceled the plan due to the worsening security situation and a U.S. demand for joint combat operations there.
