A U.N. envoy to North Korea says the country's officials have told him they intend to continue developing nuclear weapons programs unless its security is guaranteed.

Maurice Strong arrived in Beijing Saturday after a visit to Pyongyang, where he met with officials, including military commanders and the head of North Korea's legislature.
