Gov't Says to Strengthen Public Participation in Policymaking

The Home Affairs Ministry has drafted revisions to local laws that would allow for strengthened public participation in government policymaking and the establishment of related systems and plans.
The ministry plans to submit the draft revisions to parliament for approval.
The revised laws would require all policy changes related to people's livelihoods to be posted on government websites in order to seek public opinion prior to enactment.
The revised laws would be applied when making decisions or formulating policies ranging from human resources development, national health and welfare to major infrastructure projects and the selection of new locations for power plants and waste processing facilities.
The ministry said such new policies and plans would first be discussed among related ministries for more than 10 days prior to being posted on the Internet for longer than 20 days, before being implemented.
