Pyongyang has rejected South Korea's proposal for a group of foreigners to tour the Gaesong industrial complex in the North.

The Unification Ministry said that Pyongyang sent a fax message on Monday to the South's Hyundai Asan, notifying it of its decision to turn down a proposed visit by some one hundred delegates to a World Economic Forum Meeting slated to take place in Seoul next week.

Hyundai Asan, the main operator of the industrial complex project, had hoped to arrange the visit to mark the 4th anniversary of the historic June 15th inter-Korean Joint Declaration.

In the message, North Korea said it decided against the tour because it has very little to show, as construction on the Gaesong complex has only just begun.
