The New York Times says the American decision to cut troops in South Korea caught South Koreans by surprise.

The paper said Washington's decision to cut one-third of its 37,000 troops in South Korea appears to be part of a wider rearrangement of American troops in the Pacific.

The report cited the U.S. plan to restructure its military presence in other Asian regions, including Japan, Guam and Australia.
