Despite the beheading of a South Korean civilian by Iraqi insurgents, the government says it will go ahead with its earlier decision to deploy additional troops to Iraq.

The confirmation was made at an emergency meeting of the National Security Council early Wednesday, following news of Kim Sun-il's death.

The government has also decided to withdraw all non-essential South Korean residents from Iraq to prevent a recurrence of similar incidents.
