U.S. Presents 5-stage Proposal at Nuke Talks

Delegates are wrapping up a third day of discussions at the six-nation nuclear talks in Beijing.

No details of the third day of discussions were available, but a local newspaper says the United States has made a five-step proposal to resolve a long-standing dispute over North Korea's nuclear weapons development program.

The Munhwa Ilbo said the proposal, offered during ongoing six-party atomic talks in Beijing, would require Pyongyang to renounce all its nuclear programs, including one the U.S. says is based on highly enriched uranium.

In the first stage, the proposal would give North Korea a three-month preparation period to allow the nation to freeze all its nuclear activities in exchange for heavy fuel oil supplies provided by other parties of the six-nation group.

The paper said North Korea would be given non-aggression guarantees in the second stage, which would be followed in the third stage by provision of energy aid to the North.

The fourth stage envisions the United States removing Pyongyang from Washington's list of terrorist-supporting nations, thereby allowing the North to gain access to international loans.

The fifth and final stage would see the North's complete dismantlement of all its nuclear programs and the start of talks between Washington and Pyongyang on the normalization of diplomatic relations.

The paper also quoted North Korea's chief delegate to the six-party talks, Kim Gwe-kwan, as saying his country would not develop any more nuclear weapons nor seek to test them.
