AWST: Discord within U.S. Gov't Hampered Nuke Talks

The Asian Wall Street Journal reported Monday that the third round of six-way nuclear talks in Beijing has clearly underlined the differences in the positions of North Korea and the U.S. Citing American officials, the online edition of the Journal said that the recent nuke talks also revealed the discord between hard-liners and moderates within the Bush administration over the U.S. policy toward the North. According to the officials, the U.S. proposal at the recent nuke talks had been made at the urging of Secretary of State Colin Powell, but a substantial part of the original proposal had been removed for the Beijing talks upon the opposition of American hard-liners. A high-level official in Washington reportedly said that Powell intended to guarantee that the U.S. would not seek regime change in North Korea, but the White House ultimately removed the stipulation from the proposal it presented in Beijing.
