U.S. Offered 5 Compensation Measures to N. Korea for Nuke Freeze

The United States reportedly offered North Korea five compensation measures during the third round of six-way nuclear talks in Beijing. The Foreign Ministry said Monday that the five measures proposed to the North included a three-month period to freeze its nuclear weapons program oil aid a prospective multilateral security guarantee the consideration of non-nuclear energy programs to satisfy the North's energy needs the elimination of the Stalinist state from Washington's list of terrorism-sponsoring nations and technical and financial aid for the denuclearization process. The United States had reportedly promised additional compensation for the North's prospective completion of a preparatory stage of its nuclear dismantlement, including a permanent security guarantee, normalization of diplomatic relations and the removal of economic sanctions.
At the latest round of high-level discussions, Japan also expressed its will to provide North Korea with energy aid upon its freezing of its nuclear programs - Tokyo's first such offer since the first round of nuclear talks kicked off in Beijing last August.
